1 Strategic Outline Case

The strategic outline case sets out at a very high level the nature of the proposal and the fit with the LEP priorities. It also identifies key stakeholders (including the project promoter), the timetable, estimated costs, investment needed, outputs, and major risks.

  • 1A Strategic Outline Case:

  • 1B Strategic Outline Case:

    Assessment of the proposal's fit with the LEP strategic priorities by the accountable body (Cumbria County Council) Economic Programmes Team.

  • 1C Strategic Outline Case:

    Considered by LEP Investment Panel for strategic fit approval, appropriate funding source, and inclusion on LEP pipeline of potential projects.

  • 1D Strategic Outline Case:

    If approved, included on LEP pipeline of potential projects, and invited to submit an outline business case, if funding is available. If eligible for European support, directed to appropriate programme.

  • 1E Strategic Outline Case:

    If rejected, applicant informed of decision and signposted to other funders if appropriate.

2 Outline Business Case

This stage expands upon the proposal and also includes financial and economic appraisals of the proposal, and an options analysis to determine the optimal solution.

  • 2A Outline Business Case:

  • 2B Outline Business Case:

    Outline business case assessment by accountable body (Cumbria County Council) Economic Programmes Team.

  • 2C Outline Business Case:

    Consideration by Investment Panel for outline business case approval, plus identification of key issues, risks and dependencies, to be addressed at full business case stage.

  • 2D Outline Business Case:

    If approved, applicant invited to submit a full business case.

  • 2E Outline Business Case:

    If rejected, applicant informed of decision and signposted to other funders, if appropriate.

3 Full Business Case

This stage builds upon the proposal, with further detail, identifying all costs and benefits, detailing the plan for delivery, plus a full risk analysis and proposals for monitoring and evaluation.

  • 3B Full Business Case:

    Full business case due diligence on 5 case model carried out by CCC Economic Programmes Team and also by an external consultancy.

  • 3C Full Business Case:

    Consideration by the LEP' Investment Panel for full business case approval. Projects prioritised using LEP prioritisation process below.

  • 3D Full Business Case:

    If approved status, applicant invited to contracting, if funding available.

  • 3E Full Business Case:

    If rejected, applicant informed of decision and signposted to other funders, if appropriate.
