Job Opening: Net Zero Policy Officer

On Net Zero, CLEP have twin priorities of delivering Clean Energy Generation and supporting Business Decarbonisation. Alongside this CLEP will provide support to other partners on public sector and transport decarbonisation as well as maximising the benefits of Cumbria’s exceptional natural capital.

Funding for the post is provided by the North-West Net Zero Hub, as part of their Junior Officer Programme. The role will act as a member of the Hub team and collaborate with colleagues to promote national net zero policy across the wider North-West.


Terms and Conditions

Job Title: Net Zero Policy Officer
Contract: This is a fixed term appointment, until 31 December 2025.
Salary: £25,296 - £28,307 per annum.
Hours: Full Time - 37.5 hours per week, with flexible working to suit business needs.
Location: Hybrid home/office working with an expectation that the successful candidate will attend the LEP’s Penrith office at least once per week.
Terms & Conditions: A contributory pension scheme at 5%, 7% or 10% with the LEP providing a matching contribution to that paid by the employee; 25 days annual leave per annum plus Bank Holidays and 3 days’ time off at Christmas; generous enhanced redundancy scheme for those employed for over 12 months.

Purpose

The Officer will support the delivery of the CLEP’s net zero activity programme, working alongside a small team, supporting with policy research and programme delivery. This role will be an opportunity for the post-holder to develop the skills and experience for a career in net zero policy and delivery. The post-holder will benefit from training and development, alongside other junior officers across the North-West Net Zero Hub network.


Responsibilities

  • Support the development and monitoring of net zero projects across Cumbria.
  • Undertake research on key policy areas including clean energy and business decarbonisation, supported by members of the CLEP net zero team.
  • Supporting the wider team with relevant communications and administration activity.
  • Helping to organise the delivery of events as part of the CLEP’s net zero activity programme.
  • Occasional attendance at external events to represent CLEP and its programmes.
  • Engage with training and development opportunities provided by the North-West Net Zero Hub as part of their Junior Officer Programme.

Person Specification

  • Interested and passionate about the net zero policy agenda with a desire to pursue a career in this area.
  • Strong data management capabilities with the ability to prepare and present data in report format.
  • Excellent interpersonal skills with the ability to develop effective working relationships both internally and externally.
  • Strong prioritisation and planning skills and the ability to work as part of a team and with the ability and confidence to work alone.
  • Active problem-solving skills with the ability to resolve issues as and when they arise.
  • Proactive, with the ability to work independently, prioritising a busy workload and resolving conflicting priorities and deadlines.
  • Adaptable, positive and resilient with the ability to deal with ambiguity in a changing environment.

The successful post-holder is likely to be a graduate looking for their first substantive or an individual looking for their second post, following graduation.
